But recent moves by the Trump administration and Congress reinforce that this system seems headed for a major shake-up.<\/p>\n<p>Earlier this month, the House Committee on Appropriations <a href=\"https:\/\/www.statnews.com\/2025\/09\/02\/house-bill-hhs-budget-nih-funding-cdc\/\">advanced legislation<\/a> that would limit National Institutes of Health payments for research overhead, also known as <a href=\"https:\/\/www.statnews.com\/2025\/02\/08\/nih-indirect-costs-explainer-research-budget-cuts-different-accounting\/\">indirect costs<\/a>, to private universities and colleges with large endowments. Similarly, an<a href=\"https:\/\/www.statnews.com\/2025\/08\/08\/trump-executive-order-disrupts-science-lawsuits-expected\/\"> executive order<\/a> on grantmaking instructs federal agencies to give preference to institutions with lower indirect cost rates, which currently vary widely and are negotiated with each institution, and it directs the White House\u2019s budget office to develop guidelines that would \u201cappropriately limit\u201d the use of grant dollars for overhead. Indirect costs include items such as building maintenance, utilities, and the salaries of administrators who help prepare grants.<\/p>\n<p>To understand how federal funding of facilities and administrative expenses tied to research may change \u2014 and how the system currently works \u2014 STAT spoke with Gil Tran, who has been immersed in the topic for decades. In the early \u201990s, he was a senior negotiator in the federal health department office that negotiates payment rates with many research institutions. He went on to spend 27 years at the Office of Management and Budget, where he helped develop the Uniform Guidance, a government-wide framework for managing grants and other awards.<\/p>\n<p>Tran now works at consulting firm Attain Partners, and he\u2019s part of an expert team assembled by academic groups to find a compromise between the administration and research institutions. The coalition has argued that its <a href=\"https:\/\/www.statnews.com\/2025\/07\/10\/academic-groups-finalize-alternative-to-trumps-cuts-jag-nih-aau\/\">FAIR model<\/a>, short for Financial Accountability in Research, would be a more sensible solution than the<a href=\"https:\/\/www.statnews.com\/2025\/02\/07\/nih-slashes-indirect-costs-on-all-grants-to-15-percent-trump\/\"> 15% cap<\/a> the administration tried to implement earlier this year.
